Umrah 2025: Saudi Arabia Introduces New Visa Rules Requiring Pre-Booked Hotels

Saudi Arabia has announced new regulations for Umrah 2025, making it mandatory for all pilgrims to have confirmed hotel and transport bookings before applying for a visa. The Ministry of Hajj and Umrah says the change aims to enhance organization, protect pilgrims from fraud, and improve the overall experience for guests of Allah.

A New Era of Organized Pilgrimage

Under the new system, applicants must now submit proof of licensed accommodation and verified local transport along with their visa requests. Both must be arranged through the official Nusuk platform or approved travel agents recognized by Saudi authorities.

This means that all pilgrims—whether traveling individually or with a group—will have to confirm where they will stay and how they will move within the Kingdom before receiving their visa approval.

Enhancing Safety and Transparency

The Ministry explained that this decision follows growing reports of unverified hotel bookings and unauthorized transport providers. By centralizing services under the Nusuk system, Saudi Arabia ensures that every pilgrim receives authentic, safe, and traceable arrangements throughout their journey.

In addition, the process will help authorities monitor capacity in Makkah and Madinah more effectively, improving crowd management and the availability of services during peak seasons.

How the Process Works

To apply for an Umrah visa under the new 2025 guidelines, pilgrims must:

  1. Book accommodation via the Nusuk platform or an approved travel operator.

  2. Arrange local transport (airport transfers, city travel, etc.) through verified providers.

  3. Submit the complete visa application through Nusuk or authorized agents.

  4. Await confirmation once all documentation is approved.

Authorities emphasize that bookings made outside authorized systems will not be accepted and may lead to visa rejections.

Part of Vision 2030’s Smart Pilgrimage Strategy

This regulation is part of Saudi Arabia’s broader Vision 2030 plan to digitize pilgrimage services, enhance transparency, and modernize the entire Umrah and Hajj experience.
It follows the successful Hajj 2025, which was recognized as the most technologically advanced in history—featuring AI systems, smart wearables, and real-time crowd management tools.

Through these measures, the Kingdom aims to maintain high standards of safety and efficiency while offering pilgrims a spiritually fulfilling journey supported by innovation.
